826日,在中非合作论坛北京峰会即将召开之际,非洲法语国家:发展与合作学术研讨会在云南大学举行。

研讨会由中国亚非学会、中国社会科学院西亚非洲研究所《西亚非洲》编辑部、云南大学非洲研究中心主办。来自中国亚非学会、中国社科院西亚非洲研究所、北京外国语大学、北京语言大学、外交学院、国际关系学院、上海国际问题研究院、南京大学、中国海洋大学、武汉大学、天津职业技术师范大学、浙江师范大学、电子科大、西安外国语大学、湘潭大学、扬州大学、中非贸易研究中心、红河学院、云南大学等研究机构和高校的专家学者80余人出席研讨会。

云南大学副校长杨泽宇教授出席研讨会并致词。中国亚非学会会长、中国社会科学院西亚非洲研究所副所长张宏明教授,外交部欧洲司石晓滢参赞,云南大学非洲研究中心学术委员会主任、浙江师范大学非洲研究院院长刘鸿武教授,红河学院校长甘雪春教授等先后在研讨会上发表主旨演讲。云南大学国际关系研究院院长吴磊教授主持开幕式和主旨演讲。

研讨会主旨演讲深入阐述了法国对非政策演进脉络和法非关系的特点与走势、欧非关系进展、非洲国别与区域研究基地建设问题等。

研讨会围绕非洲法语国家与地区研究、非洲法语国家对外关系、中国的非洲法语国家研究等主题展开深入交流,涉及议题包括法国对非政策、法非政治经济文化关系、非洲法语国家间关系、非洲英语区与法语区关系、中国与法语非洲国家的合作、中国企业在法语非洲的品牌建设、中法非三方合作和法语非洲国家的本土治理、经济转型、去法语化与认同危机、宪法变迁与政治发展、海洋入宪、选情观察、产能合作、非传统安全、冲突管理、教育、文学、非遗保护、恐怖主义体系结构等。研讨会还就中国对非洲法语国家的研究现状、研究机构建设案例、发展报告编纂等学术共同体建设问题进行交流、研讨。

目前,以法语作为官方语言(之一)的非洲国家有21个,以法语为通用语言的非洲国家有5个。非洲法语国家总面积约占非洲总面积的一半,人口约2.5亿(2010年数据),资源丰富、市场潜力巨大。中非合作论坛建立以来,中国与非洲法语国家的合作进入了一个新的历史时期。201893日中非合作论坛峰会将在北京举行,北京峰会将把中国发展同非洲发展更加紧密地联系起来,把一带一路倡议、联合国2030年可持续发展议程、非盟《2063年议程》和非洲各国发展战略更加紧密地结合起来,推动中非合作共赢、共同发展走向更加协调、均衡、可持续,带动、引领南南合作。加强对非洲法语国家的研究,对构建更加紧密的中非命运共同体和推进中非携手共建一带一路,具有丰富的内涵和重要的意义。

 

The Seminar on " Francophone Africa: Development and Cooperation" Was Held at Yunnan University

 

On August 26, at the upcoming of the Forum on China-Africa Cooperation, the seminar on " Francophone Africa: development and cooperation" was held at Yunnan University.

The seminar was organized by the Afro-Asian association of China, the editorial department of the Institute of West Asian And African Studies, Chinese Academy of Social Sciences, and the Center for African studies of Yunnan University. 80 scholars and experts from the Institute of West Asian And African Studies, Chinese Academy of Social Sciences, Beijing Foreign Studies University, Beijing Language and Culture University, China Foreign Affairs University, University of International Relations, Shanghai International Studies University, Nanjing University, Ocean University of China, Wuhan University, Tianjin University of Technology and Education, Zhejiang Normal University, University of Electronic Science and Technology of China, Xi’an International Studies University, Xiangtan University, Yangzhou University, China-Africa Trade Research Center, Honghe University and Yunnan University attended the seminar.

Yang Zeyu, vice President of Yunnan University, attended the seminar and delivered a speech. Professor Zhang Hongming, President of the Afro-Asian association of China and deputy director of the Institute of West Asian And African Studies, Chinese Academy of Social Sciences; Shi Xiaoying, counselor of the European department of the Ministry of Foreign Affairs; Professor Liu Hongwu, director of the academic committee of the Center for African studies of Yunnan University and President of the African Research Institute of Zhejiang Normal University and Professor Gan Xuechun, President of Honghe University gave keynote speeches at the seminar. Professor Wu Lei, dean of the Institute of International Relations of Yunnan University, presided over the opening ceremony and keynote speeches.

The symposium's keynote speech elaborated in depth France's policy evolution towards Africa, the characteristics and trends of Franco-African relations, the progress of Europe-Africa relations, and the construction of African country and regional research bases.

The seminar focused on the study of francophone Africa countries and regions, the external relations of francophone Africa and the study of Chinese francophone Africa. Topics covered include France's policy towards Africa, the political, economic and cultural relations between France and Africa, the relationship between francophone countries in Africa, and the relationship between the English-speaking and francophone regions in Africa, The cooperation between China and francophone African countries, the brand building of Chinese enterprises in francophone Africa, the tripartite cooperation between China and France and Africa and the indigenous governance, economic transformation, De-French and identity crisis of francophone African countries, Constitutional change and political development, Marine inclusion, election observation, production capacity cooperation, non-traditional security, conflict management, education, literature, intangible heritage protection, terrorist system structure, etc. The seminar also exchanged and discussed China's research status, research institution construction cases, development report compilation and other issues of academic community construction.

Currently, there are 21 African countries that use French as an official language, and 5 African countries that use French as a common language. Francophone Africa accounts for about half of Africa's total area, with a population of about 250 million (2010 data), abundant resources and huge market potential. Since the establishment of the Forum on China-Africa Cooperation, the cooperation between China and Francophone African countries has entered a new historical period. The Forum on China-Africa Cooperation Summit will be held in Beijing on September 3, 2018. The Beijing Summit will link China's development and Africa's development more closely. It will integrate more closely the One Belt And One Road initiative, the UN 2030 Agenda for Sustainable Development, the 2063 agenda of African Union with the development strategies of African countries. It will also promote win-win cooperation and common development between China and Africa to become more coordinated, balanced and sustainable, and drive and lead south-south cooperation. Strengthening the study of francophone African countries has rich connotations and important significance forbuilding a closer China-Africa community of Shared future and promoting the joint construction of "One Belt and One Road" by China and Africa.
