9月3日，中合作论坛北京峰会在人民大会堂隆重开幕，习近平主席同54个论坛非洲成员代表出席，包括40位总统、10位总理、1位副总统以及非盟委员会主席等，一同来华与会的非洲各国正部长级高级官员249位；联合国秘书长以及26个国际和非洲地区组织代表应邀出席。北京峰会是迄今中国举办的规模最大、规格最高的主场外交活动。
习近平主席在开幕式上发表题为《携手共命运同心促发展》的主旨讲话。习主席的主旨讲话气势磅礴，以高屋建瓴的论断、充满哲理的阐述，为我们展现了一幅弘扬中非友谊合作的恢宏画卷，回答了中非关系“从哪里来、走什么路、向哪里去”这些重大命题，是新时代中国对非外交新理念新倡议新举措的集中体现。习主席提出“四个坚持”、“六位一体”、“八大行动”，揭示了中非团结合作的本质特征，指明了中非关系发展的前进方向，规划了中非共同发展的具体路径。习主席强调，中国在对非合作中坚持做到“五不”，即：不干预非洲国家探索符合国情的发展道路，不干涉非洲内政，不把自己的意志强加于人，不在对非援助中附加任何政治条件，不在对非投资融资中谋取政治私利。习主席指出，任何人都无法阻挡中非合作和非洲发展的大势。习主席紧扣时代命题擘画中非命运共同体的丰富内涵、发展方向和建设路径，倡议中非携手打造责任共担、合作共赢、幸福共享、文化共兴、安全共筑、和谐共生的更加紧密的中非命运共同体，这将全面提升中非关系的战略性、前瞻性，开辟中非合作更加美好的前景，为在全球范围内推动构建人类命运共同体积累经验、树立典范。习主席提出的“八大行动”强调中方将致力于加强中非在产业产能、基础设施、贸易等领域合作，同时拓展双方在绿色发展、能力建设、健康卫生、人文交流、和平安全等领域合作潜能，特别是推动“一带一路”建设与非盟《2063年议程》、联合国2030年可持续发展议程和非洲各国发展战略深入对接，将极大促进中非合作更好更快发展，更多惠及非洲人民。
习主席讲话期间，会场响起29次热烈掌声。习主席讲话结束时，人民大会堂全体与会代表自发站立起来，向习主席致敬；非方领导人纷纷上前与习主席握手，表示祝贺。各方都对习主席真诚帮助发展中国家，尤其是把非洲人民装在心中表示由衷的感佩，都认为“八大行动”将为非洲发展提供新的广阔空间，“必将极大改变非洲面貌”。一些非洲领导人指出，某些西方国家只说不做，而中国拿出了实实在在的行动；中国坚持以义为先，一贯真诚无私支持非洲发展，与一些大国对非关系的不平等形成鲜明对比，那些认为非中合作加重非洲债务负担的说法完全是错误的，“西方挑拨离间非中关系没有市场！”
中非合作论坛目前有中国、53个与中国建交的非洲国家和非洲联盟委员会共55个成员。中非双方于2006年、2015年、2018年3次举办峰会。本次峰会主题为“合作共赢，携手构建更加紧密的中非命运共同体”，重点探讨加强中非在共建“一带一路”、联合国2030年可持续发展议程、非盟《2063年议程》等领域的合作。
云南大学非洲研究中心是外交部“中非智库10+10合作伙伴计划”中方成员机构。近年来，中心努力发挥云南大学的办学传统和学术优势，与非方智库非洲经济研究中心紧密合作，完成了8项中非联合研究交流计划项目，积极服务国家对非战略。应外交部邀请，中心主任张永宏教授出席北京峰会开幕式，现场聆听了习主席的主旨演讲。
Professor Zhang Yonghong, director of the Center for African studies of Yunnan University, was invited to attend the opening ceremony of the Beijing Summit of the Forum on China-Africa Cooperation.
On September 3, the Beijing Summit of the Forum on China-Africa Cooperation opened in the great hall of the people. President Xi Jinping attended the meeting with representatives of 54 African members of the forum. A total of 249 African ministers and senior officials, including 40 presidents, 10 prime ministers, one vice president and the chairman of the AU commission, attended the meeting. The Secretary-General of the United nations and representatives of 26 international and African regional organizations were invited to attend. The Beijing summit is by far the largest and most formal home diplomatic event held by China.
At the opening ceremony, president Xi Jinping delivered a keynote speech entitled "working together for development". President xi put forward the four propositions, the six principles and the eight major actions, which reveal the essential characteristics of china-Africa solidarity and cooperation, indicate the direction of the development of china-Africa relations and chart the specific path of China-Africa common development. The "eight major actions" proposed by President xi stressed that China will be committed to strengthening cooperation between China and Africa in industrial capacity, infrastructure and trade, as well as expanding the potential of bilateral cooperation in such areas as green development, capacity building, health, people-to-people exchanges, peace and security. In particular, we should pay effort to further integrate the One Belt And One Road initiative with the agenda 2063 of the African union, the United Nations 2030 agenda for sustainable development and the development strategies of African countries will greatly promote better, faster development of china-Africa cooperation and bring more benefits to the African people.
During President xi's speech, there were 29 rounds of applause. At the end of President xi's speech, all the participants in the great hall of the people stood up spontaneously to pay tribute to President xi. African leaders came forward to shake hands with President xi and offer congratulations. All parties concerned expressed sincere gratitude to President xi for his sincere help to developing countries, especially the sincere appreciation of the African people in their hearts. They all believed that the "eight major initiatives" will provide new and broad space for Africa's development and "will definitely change the face of Africa".
The forum currently has 55 members from China, 53 African countries that have diplomatic relations with China and the African Union commission. The theme of the summit is "win-win cooperation and working together to build a closer china-Africa community of Shared future". The summit will focus on enhancing china-Africa cooperation in such areas as co-building One Belt And One Road, the UN 2030 Agenda for Sustainable Development and the AU 2063 Agenda.
The Center for African studies of Yunnan University is a Chinese member of the 10 + 10 partnership of the Ministry of Foreign Affairs think-tank. In recent years, the center has made great efforts to give play to the educational tradition and academic advantages of Yunnan University, cooperated closely with African economic research center of Africa, completed 8 Sino-Africa joint research and exchange program projects, and actively served the national strategy to Africa.
