2020年12月4日，第八届南海区域合作论坛“国际和区域海洋安全秩序构建与治理”学术研讨会在海南省文昌市成功举办。此次研讨会由海南大学、国际关系学院和中国国际问题研究院联合主办，由海南大学法学院、国际关系学院《国际安全研究》编辑部、中国国际问题研究院《国际问题研究》编辑部、海南省南海政策与法律研究中心、海南大学南海区域研究中心联合承办。中国海洋法学会会长、海南大学法学院特聘院长、国际海洋法法庭原法官高之国教授主持开幕式，海南大学党委常委、副校长王崇敏、国际关系学院副院长吴慧、中国国际问题研究院秘书长杨易分别代表主办方在开幕式上致辞，来自中国国际问题研究院、自然资源部海洋发展战略研究所、中国社会科学院、中国现代国际关系研究院、中国南海研究院、国家海洋信息中心、广西社会科学院、北京大学、海南大学、国际关系学院、中国人民大学、中山大学、中国海洋大学、华东政法大学、大连海事大学、南京大学、南开大学、华中师范大学、中南财经政法大学、河南师范大学、云南大学、云南民族大学、四川大学、南昌大学、中国江苏省委党校、国防大学、海军指挥学院等单位的90多位专家学者参会。

与会专家学者围绕国际和周边海洋安全形势、国际海洋安全秩序构建与治理、海洋安全共同体理论与实践、南海区域治理与合作等议题进行全面深入的讨论。                 

云南大学非洲研究中心主任、中国海洋大学海洋发展研究院双聘高级研究员贺鉴教授应邀参加会议，做了题为《“东亚海洋安全命运共同体”的建构——基于建构主义的视角》的会议发言，分析了建构“东亚海洋安全命运共同体”已有的基本条件、面临的主要挑战，提出了若干对策建议。

On December 4, 2020, the 8th South China Sea Regional Cooperation Forum “International and Regional Maritime Security Hierarchical Structure and Governance” academic seminar was successfully held in Wenchang, Hainan Province. The seminar was co-sponsored by Hainan University, University of International Relations and China Institute of International Studies, jointly organized by the Law School of Hainan University, Editorial Department of International Security Research and Institute of International Issues, Research Center Policy and Law of South China Sea of Hainan Province, Area Study Center for South China Sea of Hainan University, More than 90 experts and scholars from domestic universities attended the conference.

Professor He Jian, director of CASYNU and a dual-employed senior researcher at the Institute of Marine Development of Ocean University of China, was invited to participate in the conference and delivered a conference speech entitled “Construction of a Community of Destiny for East Asian Maritime Security-Based on the Perspective of Constructivism”, analyzing the existing basic conditions and main challenges of the establishment East Asian Ocean Security Community, and put forward several countermeasures and suggestions.
