【摘要】非洲互查机制是"非洲提出、非洲拥有和非洲推动"的集体自治机制,是非洲地区治理框架的重大创新。该机制诞生15年来,在促进既定方案的有效实施、提炼非洲治理的"最佳做法"、研判非洲国家潜在危机和推动区域合作、实现集体自治与知识共享等方面取得了显著的成绩。在发展过程中,该机制也受到资金短缺、审查周期过长和执行力度不够等问题的困扰,一度濒临被放弃的边缘。2016年,非洲国家领导人重申了对非洲互查机制的承诺和支持,推动该机制进入了新的发展阶段,为其未来发展翻开了新的一页。未来,非洲互查机制将作为自主实体纳入到非盟体系之中,实现与非盟《2063年议程》和联合国《2030年可持续发展议程》的有效结合,有望在非盟体系内发挥更大的作用。

African Union ’ s Regional Governance: A Study on the African Peer Review Mechanism

Abstract: The African Peer Review Mechanism (APRM) is a collective self - governance system that is “African - developed， African - owned and African – driven”, and is an important innovation in the African governance framework. In the past 15 years， APRM has achieved good results in promoting the effective implementation of the established plans， proposing the “best practices” of African governance, diagnosing potential crises in African countries and promoting regional cooperation， collective self - governance and knowledge sharing. In the development process， APRM was also affected by problems of the shortage of funds， the review process is too long and the implementation is not enough. It was once even on the verge of being abandoned. In 2016, African leaders reiterated their commitment and support to APRM， which promoted APRM into a new stage of development， and opened a new page for APRM. In the future when APRM is integrated within the AU system as an autonomous entity， and effectively integrated with the Agenda 2063 and the Sustainable Development Goals of 2030，it will play a greater role within the AU system.
