摘要 2008年以来,三届印非峰会的召开在促进印非之间经贸、安全、文化等领域合作规模扩大的同时,尝试建立以发展为导向、以软实力建设为特色、调动私营部门主力作用的合作机制,既对地区发展产生了影响,又与中非合作构成竞争关系。本文在梳理三届印非峰会的背景、议题和共识的基础上,剖析印非峰会试图构建的合作机制及其对印非合作的促进作用与局限性。通过与中非合作机制的比较可知,印非峰会所构建的合作模式虽受到发展资源、行政效率等方面的限制,但印度正积极挖掘对非合作的优势,形成具有特色的合作机制,未来还可能联美联日,扬长避短,优势互补,其影响力不容小觑。
Abstract: Since 2008, India-Africa Forum Summits have been held for three times, and they promoted the expansion of cooperation in the fields as economy and trade, security and cultural exchange. India-Africa Summits are attempting to establish a cooperative mechanism which is development oriented and emphasizing soft power construction as well as the significant role of private sector. India-Africa Summits have impacts on the regional development and form a competitive relationship with China-Africa cooperation. This article will first investigate the background of the three India-Africa Summits as well as their main subjects and consensus, and then look deep into the cooperation mechanism and its promotions and limitations to India-Africa cooperation. Compared with the North-South cooperation model and China-Africa cooperation mechanism, it can be seen that the India-Africa Summits are still facing a lot of restrictions such as the slow administration efficiency and lack of development resources. However, India is actively exploring its cooperative advantages and might collaborate with Japan and the U.S., the influence of which can not be underestimated.
