内容提要：与中国快速崛起相伴随的是，国际社会对中国供应国际公共产品的呼吁和讨论持续增多，但总体上较少关注中国在此领域的既有实践及其演变。 事实上，自中华人民共和国成立之初起， 中国便开始探索有自身特色的国际公共产品供应， 最为集中地体现在中非关系上。70年来，中国为非洲提供的国际公共产品历经发展，其演变大致与中国从 “站起来” 到 “富起来” 再到 “强起来” 的整体发展相一致，其内涵逐渐从单一向全面发展，供应响应速度加快，对战略成本与战略回报的衡量模式也日益优化。 随着国际体系转型加速演变，中国为非洲供应国际公共产品需克服能力差距、 期待差距和机制差距， 系统思考中非关系与中国特色国际公共产品供应的战略理念、理论框架、机制体制及技术评估等内容，进而将中非合作建构为中国特色国际公共产品供应的示范地，推动非洲成为中国特色国际公共产品的首要受益者，为建构更为紧密的中非命运共同体贡献力量。
Abstract: With the rapid rise of China, calls for supplying more international public goods (IPGs) by China continue to grow. However, little attention has been paid to existing practices and evolutionary process of China’s provision of IPGs Since the founding of the People’ s Republic of China, China has begun to explore IPGs provision with its own characteristics, mostly exemplified by China -Africa relationship. Over the past 70 years, IPGs provided by China to Africa have experienced three stages of development, roughly consistent with China’s overall development, namely from “standing up” period to “getting rich” period and then to “being strong” period. Generally speaking, China’s practice of supplying IPGs to Africa in the past 7 decades has three characteristics: more comprehensive in terms of connotation, faster in terms of response speed, and more balanced in terms of cost - benefit calculation. With the international system transformation accelerated, China needs to overcome three gaps in the supply of IPGs to Africa, namely, capacity gap, expectation gap, and institutional gap. Therefore, China should develop a systematic thinking about IPGs provision, focusing on strategic concept, theoretical framework, operation mechanism, and technical evaluation, for buildingChina - Africa cooperation as the best practice and making Africa as the primary beneficiary of IPGs provision with Chinese characteristics, and contributing to the building of a closer China - Africa community with a shared future.
